Exporter's Issues Related To EDPMS/IDPMS & The RBI's clarifications

Exporters have represented several issues related to EDPMS/IDPMS. The RBI has provided point-wise clarifications on each issue which are reproduced as under:

1	Modification/amendment in shipping bills done by exporter through concerned customs does not get reflected in EDPMS.	Customs (ICEGATE) are required to update details of the shipping bills on EDPMS. In one of the meeting, Customs was apprised accordingly. FIEO may consider taking up the issue with Customs.
2	Sometimes status of shipping bills shows as "Cancelled" in EDPMS. Neither Customs nor AD Banks are able to sort out this issue.	We had followed up with Customs on July 04, 2018 and raised the issue that payment has been realised against some Shipping Bills (SBs) which have 'cancelled' status in EDPMS. File of SBs having 'cancelled' status were shared with Customs to provide latest position of such shipping bills. Custom has agreed to solve such issues on case-to-case basis. They have also assigned one nodal officer Shri Lalit Kumar (e-mail- lalit8.kumar@icegate.gov.in) for exporters and AD banks to resolve the issues.
3	Other Bank AD Code "NOC" issue creates a major problem and results in keeping the shipping bill open in EDPMS.	There is a specific feature "Request AD transfer" option in EDPMS. Here AD bank where exporter is lodging documents against their shipping bills, will raise the request and AD transfer will be automatically done next day in EDPMS system. However, it is important that all AD Banks use this feature. Also, FEDAI has been requested to hold meeting with AD banks to resolve inter-AD issues.
4	At times, shipment is done and export proceeds is realised but shipping bill does not reflects in EDPMS due to system related discrepancies.	There could be several reasons for the same like Customs not sharing the bills or the details of mandatory fields etc. and need to be resolved on case-to-case basis.
5	If AD Code mentioned in shipping bills pertains to "Associate Banks of SBI" or any other Bank which is not in existence currently due to merger or any other reasons then shipping bill remain open in EDPMS. Inspite of successful lodgement of export bills and receipt of 100% export proceeds, shipping bills remain open in EDPMS in such cases. Similarly on import side, the major issues relating to IDPMS are as under:	Earlier, two banks- KBC bank NV and Royal Bank of Scotland closed Indian operations. The AD banks were advised to take action regarding entries appearing in EDPMS against these two banks vide letter issued dated Dec 19, 2017.  Associate Banks of SBI and Bhartiya Mahila Bank were merged with SBI on Apr 1, 2017. It is understood from SBI that they have overcome the post-merger difficulties encountered and have been closing such entries.
6	BOE extension date issue keeps BOE remain open in IDPMS.	The Bill of Entry which is not settled with the pre-defined timeline issued by RBI-IDPMS, have to be extended for further settlement and closure. Extension of a bill can be provided by AD Banks with proper reasons. The bills can be extended multiple times.
7	Other Bank AD Code issue keeps BOE remain open in IDPMS.	Bill of Entry (BoE) Details which are associated with particular AD banks may be downloaded by any AD Banks from IDPMS for reconciliation purposes (refer OBE and OBB process). Further, BoE may be settled with any single/ multiple banks and may be closed by any of these banks.
8	Courier BOE which are dtd. post 01st December,2016 can't be knocked off directly and record needs to be created in IDPMS by AD Bank and thereafter the same needs to be closed by AD Banks. This consumes significant time whereas AD Banks may close it at their end post complying due diligence as per RBI guidelines.	AD banks were advised to close the entries of Import through courier Ports in IDPMS system vide letter dated Dec 20, 2017.  In case of such imports where courier bill of entry (CBE-IV/V) is getting filed with the Customs, AD banks may close open ORM using the ORM adjustment/ closure message with selecting indicator as import/ export done by couriers based on submission of CBE-IV/V by the importer to AD banks.

Exporters may kindly  note that ,for instance, in case of a shipping bills which shows as "Cancelled" in EDPMS a nodal officer of customs has been designated to resolve the status of shipping bill and matter can accordingly be represented to the concerned official; AD transfer on EDPMS can be taken up with FEDAI, as advised. RBI has also clarified that issues related to unresolved EDPMS updation for banks post merger would be the responsibility of the entity post- merger.
